WELCOME MESSAGE

Gyeonggi Province, grounded in the execution capacity of its local communities,
is expanding the strategic transformation of lifelong learning from Korea to Asia and the world.

We live in an era where transitions in technology, demography, and the environment have become part of everyday life.
Lifelong learning is being redefined as a social foundation to respond to these complex changes.
It is no longer a matter of personal choice,
but a strategic structure essential for the sustainability of regions and nations.
Gyeonggi Province is the only region in Korea where all 31 cities and counties are designated as lifelong learning cities,
16 of which are recognized as UNESCO Global Network of Learning Cities (GNLC) members. Building on this foundation,
Gyeonggi is creating the conditions to experiment with and disseminate lifelong learning models that connect the local and the global.

The Gyeonggi Global Lifelong Learning Leadership Conference (GLLC)
has been designed as an international platform on this very foundation.
The aim is to bring together policymakers, scholars, and practitioners
to discuss strategies for action through learning,
and to share local experiences as part of the global policy agenda.

The inaugural 2025 GLLC will move beyond the discourse of lifelong learning to spotlight
the intersection of lifelong education and Human Resource Development (HRD).
Lifelong education must now extend beyond its independent domain and be structurally linked with diverse sectors.
As a starting point, we have chosen HRD, reflecting our conviction that learning should not only foster individual growth
but also strengthen the capacities of organizations and communities as a whole.

Going forward, the GLLC will continue to serve as a platform where theory, policy, and practice are organically connected.
Based on local practices, Gyeonggi Province will lead national policy, establish itself as a hub for Asian cooperation,
and ultimately move forward as a central axis of global collaboration.

We hope this conference will serve as a strategic starting point in this journey,
and we sincerely invite your deep interest and continuous cooperation.
